The added value of patent-intensive industries nationwide exceeds 16 trillion yuan——


The results of the fifth national economic census announced recently show that in 2023, the added value of patent-intensive industries nationwide will be 16.8713 trillion yuan, accounting for 13.04% of the gross domestic product (GDP), completing the goal of "By 2025, the added value of my country's patent-intensive industries will account for 13% of GDP" in the "14th Five-Year Plan for National Intellectual Property Protection and Utilization" (hereinafter referred to as the "14th Five-Year Plan") ahead of schedule.


The survey results also show that from the perspective of internal composition, the new equipment manufacturing industry has the largest scale, with an added value of 4.8808 trillion yuan, accounting for 28.9% of the added value of patent-intensive industries; followed by the information and communication technology service industry, with an added value of 3.9322 trillion yuan, accounting for 23.3%; and the information and communication technology manufacturing industry, with an added value of 3.2101 trillion yuan, accounting for 19.0%.


"Cultivating patent-intensive products and continuously expanding patent-intensive industries is an important task to help develop new quality productivity and promote high-quality development. The early completion of the goals in the '14th Five-Year Plan' fully demonstrates that my country's patent transformation and application work has achieved results, the realization of patent value has been steadily promoted, the performance of the patent system has been significantly improved, and the intellectual property market operation mechanism is taking shape." said Xu Chunming, Dean of the School of Intellectual Property of Shanghai University.


The continued increase in the added value of patent-intensive industries is inseparable from the precise efforts on the product side - cultivating patent-intensive products with high patent protection strength, high patent value contribution, and high dependence on patents for product competitiveness. The "Special Action Plan for Patent Transformation and Utilization (2023-2025)" made special arrangements for "cultivating and promoting patent-intensive products". The National Intellectual Property Administration has implemented the requirements of the plan and taken a series of measures. In 2023, the National Intellectual Property Administration guided the China Patent Protection Association to identify the first batch of 2,383 patent-intensive products, and related work started smoothly; since 2024, the National Intellectual Property Administration has expanded the coverage of filing, focusing on high-tech enterprises, specialized and new enterprises, and technology-based enterprises, and widely organized enterprises to carry out patent product filing work, and the enthusiasm of enterprises to participate in filing has been significantly enhanced; strengthen publicity and promotion, such as supporting the six central provinces to hold patent product exhibitions, and the social attention and influence of patent-intensive products have continued to increase.


At the same time, the National Intellectual Property Administration further optimized the recognition standards for patent-intensive products based on patent quality and transformation and utilization. Recently, the China Patent Protection Association has publicized the patent-intensive products to be recognized in 2024 according to the recognition standards, involving more than 3,000 recognized products, with an annual total output value of more than 900 billion yuan and an annual total export value of more than 130 billion yuan. Data shows that compared with 2023, the number of patent-intensive products to be recognized, annual output value and total export volume have increased by more than 1/3.


"The scale benefits of patent-intensive products have been further expanded, and the market value of patent technology in enhancing corporate competitiveness and promoting corporate innovation and development has continued to be reflected." Wang Peizhang, Director of the Intellectual Property Application Promotion Department of the State Intellectual Property Office, introduced at the routine press conference of the State Intellectual Property Office in December 2024.


One patent-intensive product after another, one patent-intensive industry after another, has added fuel to the promotion of new development advantages in various places:

In Zhejiang, the cultivation and promotion of patent-intensive products have made significant progress. Zhejiang has built the first patent-intensive product cultivation and promotion center in the country and established 6 industrial patent-intensive product cultivation bases; launched the operation of the national patent-intensive product online exhibition hall, and continued to promote the investment and landing of high-quality enterprises and product projects; developed financial products based on the value assessment results of patent-intensive products to provide enterprises with convenient financing channels. As of the end of October 2024, 415 products of 280 innovative entities in Zhejiang Province have been identified as patent-intensive products, with an annual output value of more than 100 billion yuan.


In Xi'an, cultivating patent-intensive industries has become an important means to promote the construction of Xi'an as a strong city of intellectual property rights. Xi'an has carried out the cultivation of patent-intensive enterprises around the technical needs of key industrial chains; implemented a special plan for patent transformation to promote the development of key industries to the high end of the value chain, and has cumulatively facilitated the on-site transformation of hundreds of patents; issued technology property securities with patents as the core underlying assets, with a total scale of 527 million yuan, and the first phase of financing 100 million yuan for 12 companies.


Various innovative ways to promote the development of patent-intensive industries are constantly expanding in various places, driving the rapid growth of upstream and downstream enterprises in the industrial chain, and also supporting the rapid improvement of industrial development efficiency.


"It can be foreseen that with the continuous improvement of the market-oriented, enterprise-based high-quality creation mechanism, and the continuous improvement of the efficient and smooth operation and full value realization of the application mechanism, the economic contribution of intellectual property rights will be further improved, and the construction of a strong country in intellectual property rights will be more effective." Xu Chunming said.
